Situated in the outskirts of the city center, it has private parking place. It was built in 1932 and till 1992 it was used as a grain depot. The reconstruction had begun in 2001 and was finished in 2004. There are offices, kitchenette and restrooms in the basement, first and second floor respectively and flats on third and fourth floor. The bus stop is just adjacent to the building. Supermarket, gas station and the park are located besides the building.
